Based on experiences from IPRTA Forum Mexico 08 and consultations since then, the IPRTA Forum has launched a draft Vision 2020 document. The Vision is a work in progress and an important tool for us working towards a more concrete workplan, which we aim to publish early 2009. The Forum Secretariat would be very interested to hear your views on how the Vision 2020 document answers the needs expressed at Forum Mexico 08 and the future challenges for IPRTA. BizClim and Tradecom to fund IPRTA activities in Uganda |
Following Uganda's request to the WTO TRIPS Council for funding of its national Trade & Intellectual Property technical assistance project (UTIP), Tradecom and the ACP Business Climate Facility (BizClim) have agreed to fund some activities in cluster 1 of the project relating to IP policy and legislative development.
BizClim is an EU funded initiative under the Cotonou Agreement. The Facility is essentially about ‘improving legislation, institutional set up and financial measures (the rules of the game) relating to the enabling environment of the private sector in ACP countries or regions and to the reform of SOEs - and to do so by focusing on possible support to ACP governments or regional institutions.
Even though this is a promising start, Uganda is still far from reaching the full level of required funding for the UTIP project which will assist the country in implementing the TRIPS agreement. Uganda is continuing discussions with a number of other potential donors, including the Enhanced Integrated Framework (EIF) . |

Rwanda undertakes IPRTA needs assessment and elaborates national IP policy and strategy |
UNCTAD and ICTSD are assisting the Ministry of Trade and Industry of Rwanda by undertaking a project on assessing the country’s technical assistance needs for the implementation of the TRIPS Agreement, and advising on their IP policy and strategy for implementation. The project was recently initiated with a national stakeholder meeting held in Kigali on 29 September 2008 and has two inter-related objectives: identifying the needs for financial and technical co-operation required for the implementation of the TRIPS Agreement by Rwanda, based on the needs assessment toolkit prepared by ICTSD and Saana Consulting ; and assisting the Ministry in the elaboration of a national IP policy and strategy in line with their development needs. The meeting was followed by interviews with several stakeholders, conducted from 1-3 October 2008, to collect further information on technical cooperation needs and key issues for the national IP policy. Mr. Sisule Musungu of IQsensato is the lead consultant of this exercise, working with the IP teams at both UNCTAD and ICTSD. |

Sierra Leone to follow Uganda with TRIPS Council submission |
|
Following Uganda's example, Sierra Leone is prepared to submit a project document containing a detailed plan to address its IP needs in the TRIPS Council meeting next week. Uganda went ahead in the two country pilot process when it submitted a respective document in the previous meeting in June 2008. During the June meeting Sierra Leone was requested to come up with a set of bankable projects to present for the Council. If the Project Document is received well, Sierra Leone may pave the way for more LDCs to follow.

IP Symposium in Krakow 4-6 September 2008 |

The Patent Office of the Republic of Poland is holding it's annual national patent offices' symposium in Krakow on 4-6 September. This year it is titled "IP in Innovation - Industrial Property as Financial Asset". The program goes through a number of interesting topics hosting presentations from a cross-section of international experts. The event includes two days of discussion and a third day excursion. IPRTA Forum Mexico 08 in Mexico on 9-11 July |
|
The IPRTA Forum Project will hold its second meeting in Mexico City on 9-11 July of 2008. Co-hosted by the Mexican Institute of Industrial Property (IMPI) and the Organization of American States (OAS), the meeting will gather around 50 delegates around the globe representing a multitude of donor and civil service organizations and developing countries.
