Towards a Medium Term Strategic Framework For Evolving and Mainstreaming IPRTA

A major activity under the IPRTA Forum project is the development of a common medium term strategic framework for evolving and mainstreaming IPRTA within development co-operation. In broad terms, the focus of the strategic framework is expected to be on improving the effectiveness and sustainability of IPRTA through (i) enabling developing countries to play a greater role in defining needs and directing IPRTA programmes; and (ii) mechanisms to better coordinate and evaluate the planning and delivery of assistance at international and national levels.

 

The strategic framework will relate to IPRTA in administration, enforcement and regulation of IPRs; the promotion of innovation & creativity; and improving access to technology and knowledge by developing countries. In particular, the strategic framework will firm-up proposals linked to needs assessment, impact evaluation and knowledge sharing suggested by participants in the Final Report of the Reflections on IPRTA 2004 workshop held at Burnham Beeches, UK in September 2004.

 

As part of the preparation of the strategic framework for evolving IPTRA, case studies have been commissioned by the IPRTA Forum project covering specific countries/regions. The case studies were commissioned to draw out key points related to needs assessment; project funding, delivery, co-ordination, and impact evaluation that determine the quality and sustainability of IPRTA. Details of the case study topics and authors are to be found on the website.

 

A draft of the strategic framework prepared by the IPRTA Forum project was presented to participants at the Stakeholder Workshop in Bangkok from 3-6 December 2006. This provided a key opportunity to brainstorm the strategic framework and obtain feedback and comments from a good cross-section of IPRTA actors and stakeholders.

The draft strategic framework was welcomed by participants at the IPRTA Forum Stakeholder Workshop 2006 and extensive comments were provided by participants through both break-out group and plenary discussions in a very constructive manner. The comments by participants can be downloaded here:

The draft strategic framework paper is now open to consultation and will be finalized taking account of the consultation process and contributions from participants at the IPRTA Forum Stakeholder Workshop in Bangkok, 3-6 December 2006.
